Marisa O'Neill is Chief Executive Officer of RetireMed, a growing company whose 100+ employees provide guidance to those in need of individual health insurance. Since its beginning in 2007, RetireMed has become one of the Midwest’s largest advisors, specializing in Medicare, individual health insurance, and supplemental health plans. RetireMed has provided Medicare guidance to more than 50,000 individuals and over 1,500 organizations, including 300 Ohio employers and labor organizations. RetireMed has been named one of the Best Places to Work by the Dayton Business Journal.
Marisa is a visionary leader with nearly two decades of experience in the Medicare industry. She joined RetireMed as Director of Business Development before transitioning to Chief Growth Officer. In 2021, she was promoted to Chief Executive Officer after more than 10 years of service with the company.
Marisa is the board chair of the Alzheimer’s Association – Cincinnati Chapter. She graduated from Saint Louis University where she was a member of the swim team. Continuing her love of sports, she spends weekends in the summer water skiing in Tennessee and shuttling kids to sports. She lives with her husband, Andrew (an inspiring barbeque pit-master) and three boys in Cincinnati, Ohio.
Maggie Wehage is a Managing Director at Deloitte & Touche LLP, specializing in audit and assurance services. She has worked at Deloitte since 2008. She is a Certified Public Accountant and is a member of the Ohio Society of CPAs and the American Institute of Certified Public Accountants (AICPA). She serves audit and assurance clients that are public and private companies, primarily in the financial services industry.
Maggie graduated from the University of Louisville in May 2008 with a Bachelor of Science in Business Administration, majoring in accounting.
Maggie has enjoyed volunteering and serving on nonprofit boards since 2017. She currently is an advisory board member for the Campbell County YMCA and leads the volunteer committee of the advisory board. She also participated in the United Way BOLD (Board Orientation and Leadership Development) program in 2016.
Deirdra Yocum is a strategic healthcare leader with over 28 years of experience driving performance and growth in managed care across government and commercial markets. With a proven track record of fiscal leadership and operational excellence, she has been a key contributor to CareSource for 12 years, currently serving as Chief Operating Officer for the Ohio Market. In this role, she oversees the performance and strategic direction of a health plan managing over 1.2 million Medicaid lives and 70,000 Marketplace lives. Dee is accountable for driving market growth, achieving operational targets, enhancing member satisfaction, advancing quality outcomes, and fostering strong relationships with community and state partners.
Dee leads innovative initiatives, including health equity strategies, women and children’s programs, and the Life Services program, which integrates social determinants of health into population health management. Her expertise extends to business development, mergers and acquisitions, strategic planning, process improvement, product and organizational design, technology implementation, and operational optimization.
Prior to joining CareSource, she held leadership positions at Humana Inc. and Ernst & Young, LLP, further honing her skills in healthcare and consulting.
A graduate of Xavier University with a Bachelor of Arts in Psychology, Dee is Lean Six Sigma Green Belt certified, underscoring her commitment to process excellence and innovation. Her leadership is defined by a passion for serving underserved populations and driving impactful, missionoriented outcomes in the healthcare space.
Katelyn Bulanda is a junior at Talawanda High School and a Girl Scout Ambassador and Juliette. She has been a member of Girl Scouts for the last 10 years. She has completed her Bronze Award, and is currently working on multiple badges, her Gold Torch Award, and Gold Award. Katelyn is a member of her school's Mock Trial, Cross Country, and Swim Teams. She is also involved in Key Club, NHS, Orchestra, Young Musicians Virginia Pierce Glick Program, and League of Women Voters. She is also involved in her church as a member of the youth group, and volunteers at Thread Up, a local nonprofit.
Stephanie Keinath is a Director-at-Large on the Board of Directors of Girl Scouts of Western Ohio and is the Vice President for Strategic Initiatives with the Dayton Area Chamber of Commerce. Her focus areas include workforce and talent alignment, equity and inclusion, and public policy and economic development. As chief lobbyist for the chamber, Stephanie directs the organization’s advocacy efforts on public policy issues that impact the region’s business community.
In 2020, Stephanie was honored by the Association of Chamber of Commerce Executives (ACCE) as a national Forty Under 40 winner, recognizing her work as a top emerging leader in the chamber of commerce industry. Keinath received the Better Business Bureau’s Women in Business Networking “25 Women to Watch” Award in 2017 and was chosen as a Dayton Business Journal’s ‘Forty Under 40’ Award Winner in 2011.
Stephanie is a 2013 graduate of Leadership Dayton and is actively involved in the community, serving on the Community Advisory Board for the Dayton Daily News, the Welcome Dayton Committee and the Board of Governors for The Contemporary Dayton. Stephanie also serves on the Board of Directors of the National Aviation Heritage Alliance as well as the Board of Directors for the Wright State University Alumni Association.
Stephanie earned her BA in International Studies from Wright State University and her Master of Public Administration from the University of Dayton. Stephanie and her husband Marcus reside in Washington Township.
Dr. Marvin Whitfield is a visionary leader, educator, and advocate for social equity, serving as the CEO of Big Brothers Big Sisters of Northwestern Ohio. He is also the founder of the Blue Force Mobile Training Team, an initiative dedicated to empowering organizations through innovative training solutions. Dr. Whitfield previously served as a Senior Instructor on a Department of Defense contract, where he played a pivotal role in designing and delivering advanced training programs for the United States Army Intelligence Center of Excellence Training Division.
With over 30 years of distinguished service in law enforcement, Dr. Whitfield rose to the rank of Police Commander. His academic credentials include a Ph.D. in Criminal Justice, a Master’s degree in Criminal Justice Administration, and an MBA specializing in Human Resource Management. He also holds certifications in Botvin Life Skills Training and the Psychology of Leadership.
A dynamic trainer and researcher, Dr. Whitfield has conducted extensive training sessions for public and private organizations, as well as higher education institutions. His research focuses on cultural competency and leadership development, areas in which he continues to contribute through scholarly pursuits, professional development seminars, and advanced training courses.
As a dedicated educator, Dr. Whitfield serves as an instructor and coach for the State of Ohio Child Welfare Training Program, a trainer for the Ohio Human Service Training System, and a Basic Life Support Instructor with the American Heart Association.
Dr. Whitfield’s commitment to community development is evident
through his active involvement on the Mercy Health North Board of
Directors, the Toledo Opera Board of Directors, the Toledo Rotary
Club, and the Toledo Exchange Club. Additionally, he serves as a
Special Deputy with the Wood County Sheriff's Office. A staunch
advocate for social equality, trauma-informed care, and youth
resilience, Dr. Whitfield is an active member of various committees
dedicated to these causes. Through his leadership, research, and
community engagement, Dr. Marvin Whitfield exemplifies a commitment to
fostering positive change and empowering others.
Maria Arcocha White is a Director-at-Large on the Board of Directors of Girl Scouts of Western Ohio and serves on the Board Development Committee. Maria found her place of belonging as a Girl Scout Brownie when her family moved to Ohio when she was a girl.
Maria is Founder and CEO of Inclusity. Throughout her career of 35 years, Maria has developed inclusion and diversity training and successfully trained thousands of executives, managers, and employees across a wide range of industries.
In 2013, she launched Inclusity to pursue an empathetic, inclusionfocused approach to diversity and inclusion work, believing that when we “lead with inclusion, diversity will follow.” Prior to Inclusity, Maria was executive vice president of Pope & Associates, a leading D&I training and consulting firm, and vice president of human resources for R. R. Donnelley Logistics. She began her career at Procter & Gamble, where she was the company’s first Hispanic sales and marketing manager.
Maria’s compassion extends to the community. In addition to years of volunteerism, she is currently a Rotary member and is proud to have served in an advisory capacity on the U.S. Senate Task Force on Hispanic Affairs.
Maria has an M.A. in counseling from Xavier University and a B.A.
in communications from the University of Toledo. She holds a
certification in PROSCI change management. She works out of the
central Inclusity offices in Perrysburg, Ohio.
Nikaya Baranwal is a passionate, dedicated and resilient individual who thrives on creativity and hard work. As a Freshman at Mason High School, she is committed to learning, growing, and making a positive impact in her community through academic pursuits, extracurricular activities, and volunteer initiatives. She is constantly seeking opportunities to expand her knowledge and contribute meaningfully to the world around her.
Currently a Girl Scout Senior, she has been a proud member since 2016, starting as a Girl Scout Daisy. This incredible journey has significantly shaped who she is today. She has earned the Bronze and Silver Awards and continues to be inspired by the values of leadership, community service, and personal growth. One of her favorite activities in Girl Scouts was making sensory blankets for Alzheimer’s patients. She has gained skills that continue to support her aspirations.

Cassie Barlow, PhD is currently serving in her first term as Board Chair of Girl Scouts of Western Ohio and as a National Council Delegate. She previously served as First Vice Chair, Director-at-large, co-chair of the CEO search committee, and a member of the Board Development Committee. She is President of the Strategic Ohio Council on Higher Education (SOCHE). SOCHE is focused on Workforce Development needs across Ohio. Dr. Barlow retired from the United States Air Force after 26 years of service as the 88th Air Base Wing and Installation Commander, Wright-Patterson AFB, Ohio. She was in command of one of the most prominent air base wings in the Air Force with more than 5,000 Air Force military, civilian, and contractor employees. The base is home to more than 27,000 employees and is the largest single-site employer in Ohio.
Cassie was commissioned in the Air Force in 1988 as a distinguished Georgetown University, Washington D.C graduate. After graduation, Dr. Barlow attended Information Management Technical School at Keesler Air Force Base, Mississippi. She has served in various positions in the information management, behavioral science, and personnel careers fields at the squadron, Wing, direct reporting unit, major command, Air Force, and combatant command levels. Dr. Barlow was selected by the Air Force Institute of Technology to attend Rice University to earn a doctorate in organizational psychology. After graduation, she served as a behavioral scientist at the Air Force Research Laboratory and the Air Force Academy. She was then selected to lead the analysis team for the Chief of Staff of the Air Force Developing Aerospace Leaders Program. Dr. Barlow commanded the 355th Mission Support Squadron at Davis Monthan Air Force Base, Arizona, where her squadron garnered multiple Air Combat Command and Air Force level awards. She also commanded at the Group level as a Mission Support Group Commander at Royal Air Force Lakenheath.
Cassie was previously the Director of Manpower, Personnel of the North American Aerospace Defense Command, and United States Northern Command, headquartered at Peterson Air Force Base, Colorado. She has a Bachelor's degree from Georgetown University, a Master's degree in Clinical Psychology from Chapman University, a Doctor of Philosophy from Rice University, and two Page 5 of 15 additional Master's degrees. Cassie is a 2014 Women of Distinction honoree from Girl Scouts of Western Ohio, was a Girl Scout leader, and is a proud mother of a Gold Award Girl Scout. Cassie is an active community member serving on multiple boards around the Dayton, Ohio, region.
Jules Bigl is a college student at Wittenberg University
studying Environmental Science and Art. They were a Girl Scout for
twelve years before bridging to adults and becoming a lifetime member.
While in Girl Scouts, they earned their bronze and silver awards as
well as two community service bars. Girl Scouts taught them confidence
and how to stand up for themselves and others. Growing up as a troop
built a sense of community for them and they met several of their
lifelong best friends through Girl Scouts. Jules is an active member
in their school’s theatre department and newspaper and enjoys going
hiking, playing cello, and reading in their free time. Camp was a big
part of Jules’ Girl Scout experience. They were a Program Aide for
several summers while still a Girl Scout and they will work at Camp
Butterworth, their local camp, as a counselor during the summers. They
have participated in service projects to help their camp, including
clearing and rerouting old trails around the campsite as well as
stepping in as a volunteer lifeguard when needed.
Vicki Blanco is currently serving Girl Scouts of Western Ohio as a National Council Delegate. She has been a Girl Scout for 36 years, is a lifetime member and a Gold Award Girl Scout. Vicki is a graduate of Harrison College with a degree in Business and is employed as the Document Management Team Lead for 360care / Citizens Security Life Insurance, a health management firm.
Vicki was a leader for her daughter’s troop for 12 years and has been a member of her service unit team for 26 years. She is currently a Service Unit Chair in the North Region and a GSWO trainer. She has held the roles of troop leader, learning facilitator, service unit recruiter, event planner, cookie chair, communications chair, and council outdoor trainer throughout her tenure.
Nationally, Vicki participated in the GSUSA development / focus group for the online training program. She administers a Facebook networking group for service unit chairs throughout the United States, with a membership of over 2200 service unit lead volunteers. Her leadership in this active group enables volunteers to share best practices and new ideas for service unit management. Vicki has also participated in various regional and council-wide projects including new volunteer support resource development, volunteer appreciation committees and fall enrichment. She also co-chairs the Adult Conference which reaches over 150 adult volunteers annually. Vicki has served as a mentor to new Service Unit Chairs and assisted with Train the Trainer events.

award, Appreciation Pin, Honor Pin, Thanks Badge, and Thanks II. Girl
Scouting has had a strong impact on Vicki’s life as both a girl and

confidence, leadership and a love of service. She believes it is a
privilege to give back and hopefully help foster that same impact for
both girls and volunteers within the Girl Scout Movement.
Barbara Bonifas retired as CEO of Girl Scouts of Western Ohio after 24 years (20 of those with Girl Scouts – Great Rivers Council). Her career spanned over 40 years, 35 as a CEO. She also worked in St. Paul, Minnesota; Owensboro, Kentucky; Louisville, Kentucky; Zanesville, Ohio; and Lima, Ohio. She is a Certified Girl Scout CEO, a lifetime member of Girl Scouts, and a member of the Olave Baden-Powell Society. Barbara holds a degree in Social Work from The Ohio State University.
Barbara is currently serving as a National Volunteer Partner with Girl Scouts of the USA, a member of the World Foundation Committee WAGGGS USA, and is Past Chair of the Archdiocese Committee for Catholic Girl Scouting for Girl Scouts of Western Ohio. She also served on WAGGGS Governance Committee from 2015-2017.
Barbara has always been involved with the community and has received numerous recognitions and awards, which include: Leadership of Excellence Award from the Leadership Council of Human Services Executives; Woman of Distinction from Girl Scouts of Western Ohio; Extraordinary Woman of Faith from the Archdiocese of Cincinnati; William A. Mitchell/Pearl S. Gantz Award for Community Impact Leadership from the United Way of Greater Cincinnati; Career Woman of Achievement from the YWCA; Leading Women honoree; National Conference of Christians and Jews Award for Outstanding Community Service in Promoting Human Relations; and Dada Rafiki Award from The Eye of the Artists Foundation, which honors positive women in our community.
In addition to her Girl Scout and community work, Barbara is very involved with her church, St. Margaret of York Catholic Church, where she currently serves as Co-Sacristan, Eucharistic Minister, and Mass Coordinator. She also served as a member of the Strategic Planning Committee and was a Religious Education Teacher.

Nancy Dawes is an experienced National Delegate who is excited about where the Girl Scout Movement will head over the next 3-5 years. In 2024 Nancy was volunteer co-chair of the “Ohio State of the Girl Report”, publishing Feb/25 by the four Ohio Girl Scout councils. This report, combined with national data, clearly shows that girls need Girl Scouts more than ever — and our Girl Scout movement is poised to respond. Nancy looks forward to having a role in policy-influencing over the next three years.
Nancy has a long volunteer history across multiple roles that provides historical perspective for the benefits of Girl Scouts. She was recognized in 2024 with the Thanks Badge II for her work as volunteer co-chair of the GSWO Camp Program improvement (funded by the “Empower Her” Campaign). She has past experience as Board Chair (GSWO and Great Rivers), troop leader (12 years), and service unit manager. Nancy is also involved with the College of Engineering at The Ohio State University and currently serves as president of the BEWEL – Buckeye Engineering Women in Executive Leadership. BEWEL supports women faculty and students who pursue engineering careers.
Outside of her volunteer work, Nancy is a recognized Serial Innovator from Procter & Gamble for her transformative work on Pringles, Olay, & Head & Shoulders. She was the first female engineer inducted into the prestigious Victor Mills Society and first woman recipient (in 90 years!) of the Benjamin Lamme Meritorious Achievement Medal (2021) awarded by the Ohio State University College of Engineering. Leveraging her innovation experience at P&G, Nancy provides training to help companies/people improve their innovation capability.
Emma Donovan: 10 years ago, Emma joined Girl Scouts as a kindergartener and is now a Girl Scout Senior and a freshman at Wapakoneta High School. She earned her Bronze and Silver Awards, Silver Torch Award, Service to Girl Scouting Bar, and numerous journey awards, cookie pins, and badges while learning lifelong skills and making memories! Emma is also a trained Program Aide, and her favorite Girl Scout activity is leading younger girls and planning camp. Outside of Girl Scouts, she is a football and basketball cheerleader, competitively cheers for Ohio Cheer Nation, sings in Varsity Chorale, and is a member of the Spanish Club. She is looking forward to representing Girl Scouts of Western Ohio!
Sarah Goede has a passion for community service and youth development and has been involved as a member of Girl Scouts for 25 years. She began her membership as a girl, where she completed her Silver Award, then became a council staff member after she completed her bachelor’s degree in Recreation and Leisure Studies from the University of Toledo and moved into her volunteer roles after the birth of her daughter. She believes in the power of sisterhood, inclusivity, and the importance of fostering lifelong skills in girls. Girl Scouts had a strong impact on Sarah's childhood, and through her investment in the movement as an adult, she has received the Outstanding Troop Leader, Outstanding Service Team Member, Volunteer of Excellence, and Appreciation Pin awards.
Sarah is a current Lifetime Member who holds volunteer positions of
Troop Leader, Service Unit Treasurer, and Council Trainer (in
training) and assists with her Service Unit's event planning. She has
also demonstrated her commitment to the Girl Scout movement through
participation as a National Council Alternate for the 2022-2025 term,
including the 2024 special session. As a National Council Delegate,
Sarah will continue representing the voices of local members and
helping to ensure that the Girl Scout mission continues to thrive
across the nation.
Kaylin Hedrick goes to Graham High School and will graduate
in 2027. She participates in Track and Field and DECA, a business
opportunity for students. She has been in Girl Scouts for 9 years, and
she is currently a Girl Scout Senior. She has earned both her Bronze
and Silver Awards and is currently working on her Gold Award. For her
Bronze and Silver Awards, she created a camp packing list and mess
kits for her service unit, and a bird garden at her local middle
school. Her Gold Award is a nature club for her local elementary
school students to give them an opportunity to engage and explore
nature. She has also earned her PA and CIT 1. Her favorite things she
has done in Girl Scouts so far have been working at TAC camp and going
on the Rockin’ Wilderness Destination. In the summer of 2024, she
worked at Troop Adventure Camp, or TAC. She was a JI, a leadership
position for Girl Scouts in high school. This was an amazing
opportunity for her to expand her leadership skills, and allowed her
to continue working with younger girls, which she loves to do. During
the same summer, she went on the Destination Rockin’ Wilderness, a
ten-day canoe into the Canadian Quetico. They canoed and lived in the
Canadian wilderness for 10 days; it was truly one of the most amazing
adventures of her life.
Olivia Hooten has been a Girl Scout for 15 years, completing her Silver and Gold Awards, and is a lifetime member. Olivia’s history as a Girl Scout has been unique since she was a military brat growing up allowing her to be a part of troops in Florida, Virginia, Texas, and Ohio as well as a year as a Juliette. She has previously been able to attend GS National Conventions as a guest.
Olivia is a 2023 honors graduate from Beavercreek High School and currently attends the University of Dayton. She will graduate with a Bachelor of Technology in Industrial Engineering in the Spring of 2027. On campus, she is involved in 4 Paws for Ability, Society of Women Engineers, Women in Science and Engineering, Women Engineering Program, Phi Sigma Rho, and the Institute of Industrial and System Engineers. During the school year, she also works as an UD Engineering Ambassador in the School of Engineering. Engineering internships Olivia has been fortunate to work include Wright-Brothers Institute and Walt Disney World.
In her free time, Olivia enjoys crocheting, coloring, and diamond art as stress relief and creative outlets. Additionally, she lends her support to GSWO, the Beavercreek North Service Unit, and her younger sister’s troop planning and leading activities such as archery and STEM events.
Olivia has a passion for building confidence in girls and helping to pave the way for future generations of women in STEM career fields. She attributes her energy to the firm foundation in Girl Scouting she has gained through her Girl Scout experiences no matter the state, the Girl Scout legacy handed down to her from her family, and lifetime friendships made through Girl Scouts.
Caroline Rose Johnson is a 10th-grade student at Walnut Hills High School in Cincinnati, Ohio, where she lives in Pleasant Ridge. She has been a proud member of Girl Scouts since October 2014, making this her 11th year of participation.
Throughout her Girl Scout journey, Caroline has embraced numerous leadership roles and accomplishments. She has served as a Junior Instructor (JI) at Troop Adventure Camp (TAC) and earned the prestigious Summit Award by completing three Journeys at every level since she was a Daisy. She has achieved both the Bronze and Silver Awards and is currently working toward earning her Gold Award, the highest honor in Girl Scouting. Caroline has also made an impact as a Program Assistant (PA) at the French Park Volunteer Day Camp, where she has led and inspired younger Girl Scouts.
Caroline’s interests in community service and outdoor adventures have fueled her passion for ensuring all Girl Scouts have meaningful experiences. She is especially dedicated to advocating for scouts in schools without full-time troops, striving to create opportunities for them to attend camp and participate in traditional Girl Scout activities.
Beyond her involvement in Girl Scouts, Caroline is an active member of the Walnut Hills High School Cross Country and Track teams, where she was recognized as "Runner of the Week" for her dedication and teamwork. She also has a background in STEM, having participated in a Girl Scout First Lego League team for three years. During this time, she honed her skills in creative problem-solving, teamwork, and robotics programming while competing against other teams.
Caroline is known for her hard work, organizational skills, and commitment to advocating for those in need. As a delegate for Girl Scouts of Western Ohio, she is excited to bring fresh ideas and perspectives to Girl Scouts USA. She hopes to contribute to decisions that strengthen programs and inspire future generations of Girl Scouts to lead and make a difference in their communities.
“I hope to represent GSWO, specifically Girl Scouts from urban areas, to ensure they have easy access to camps and can make memories that will last a lifetime,” Caroline shares. Being a Girl Scout has taught her the values of courage, confidence, and character, and she is eager to use these qualities to make a lasting impact as a delegate.

Marisa McLeod is a married mom of four who resides in Waterville, Ohio. She is a graduate of Belmont University, where she was a member of Alpha Gamma Delta, and Eastern Michigan University holding a Bachelor’s degree in Public Relations and Master’s degree in Integrated Marketing Communications. She worked in finance for 13 years post-graduation until leaving the workforce to be a stay-at-home parent for a few years. She currently is employed as an Intervention Tutor at Anthony Wayne Local Schools and has been a volunteer cross country coach for the last two years for the elementary school program.
Marisa also has a love for writing and is a contributing writer for NWO Moms, TODAY Parents, Tiny Beans, Her View From Home and maintains her own blog How Many Monkeys are Jumping on the Bed? Her work has been featured on Finding Cooper’s Voice and published in We Have It Totally Under Control: A Pandemic Essay Collection.
Marisa serves as the president of the Waterville Parents’ Association and holds several committee chair positions within the organization. She served in the past as the vice president and secretary of the Anthony Wayne PTA as well. Marisa served as a member of the Management Team who worked with the Anthony Wayne Local School District to develop their current strategic plan. She volunteered with Citizens for AW Schools on the past two school levy campaigns for the district assisting on the Communications Committee.
Additionally, Marisa serves as the Nominations Committee Chair for the Calvin M. Woodward High School Hall of Fame Association and acts as a liaison between the committee and the Hall of Fame Inductees as well as participating in the selection process of scholarship recipients for graduating high school seniors.
Marisa’s journey with Girl Scouts began in her own Brownie troop in
first grade. She stayed active through junior high and even
participated in a local Wider Opportunity program held at the
University of Toledo and Cedar Point. She served GSWO as an alternate
delegate for the 56th NCS and as a delegate during the Special 57th
NCS. Marisa served in the past as a Troop Leader and Cookie Mom for
her daughter’s troop until it disbanded. She is currently a Troop
Assistant with her other daughter’s troop – 10143. She enjoys getting
to share the love and experience of scouting with her.
Sophia Meadows is a Girl Scout Ambassador in Troop 35017, and in the 11th grade at Springfield High School. She has been a Girl Scout since kindergarten and has earned numerous awards such as the Bronze Award, Silver Award, Silver Torch, Gold Torch, Community Service Bar, Service to Girl Scouts, CIT II, Daughters of the American Revolution Award, and Women of Distinction Award. Sophia is currently serving as a Girl Director on GSWO’s Board, National Council Delegate and a Program Assistant. She loves to assist at Camp Whip Poor Will as a Canoeing PA and to assist at various camps throughout the central region from spring through fall each year. Sophia is also working on her Gold Award. Outside of Girl Scouts, Sophia is active at her school, being a full international Baccalaureate diploma candidate, serving as a class of 2026 Student Council officer, on the Varsity Women’s Soccer team, and varsity Mock Trial. In addition to being a three-year varsity soccer player, she also serves as a youth recreation referee for the National Trail Parks and Recreation District. Sophia is an active participant in the First Baptist Church of Springfield Youth Group and serves as a nursery and Sunday School substitute.
Jenny Rippy is a native Cincinnatian and proud Lifetime member. She comes from a family of Girl Scouts and leaders, and her two daughters are also Lifetime members. Jenny has been a troop leader for 21 years and has also held various other volunteer positions during that time. Her favorite memories of Girl Scouts are camping and box-oven cooking when she was a girl. She takes her current Ambassador troop camping whenever possible, in order to pass on that fondness and build new camp traditions.
Jenny is continually excited by the opportunities Girl Scouting offers. Even as an adult, she loves the chance to meet new people, learn new things, share skills, and spend the night in cool places – in her adult time as a volunteer, she and her troops have spent the night at 26 different places she’d never otherwise have gone for an overnight. She is consistently impressed by the dedication, talent, creativity, skills, and kindness of other Girl Scouts she meets.
Outside of Girl Scouts, Jenny is a claim specialist with Great American Insurance. She holds a BA in history, a paralegal certificate, and the CPCU insurance designation. In her free time, she loves gardening – maybe subliminally she is seeking a green thumb to go with her Girl Scout green blood.
Alexandra Schindler goes by many nicknames for short, including one with a story on why she is called an Acorn. Alexandria is a Junior in high school, and served as a National Council Alternate in the prior term. She is on two recreational cheer teams, one in Ohio, Preble County's "PC. Warzone"! The other is in Indiana, the "Richmond Blitz"! She serves as a Team Captain for the Ohio team. Along with her long history of cheer, it can only be matched with Girl Scouts! She is in her 12th year, going from kindergarten to when she graduates in the near future and will continue into adulthood. She is an Girl Scout Ambassador, having earned her Bronze Award, Silver Award, and two leadership torches! After all her years of scouting with her Sister-Scouts, her favorite part of Girl Scouts will and has always been camping! From platform tents to cabins, it is always fun for her!
Aimée Sproles currently serves as President and CEO for Girl Scouts of Western Ohio since 2022 and previously served as COO for Girl Scouts of San Jacinto (2008-2022). She excels in developing and executing long-range strategic plans, problem-solving, and building and maintaining relationships. Aimée is highly regarded across the Girl Scout Movement and participates in many national leadership roles. Aimée has served as hostess (1981), Convention Service Team chair (2011), shadow team (2008) and mentor (2014) to host councils, National Council Alternate (2011, 2017) and National Council Delegate (2014, 2020, 2023, 2024) at prior National Council Sessions.
Prior to Girl Scouts, Aimée worked for IBM Global Services and PricewaterhouseCoopers (PwC) Consulting. A Certified Public Accountant, she holds degrees from Trinity University in Business Administration and Russian. In 2021, she received a Diversity, Equity, and Inclusion in the Workplace Certificate from the University of South Florida.
Aimée is a Lifetime Member of Girl Scouts, and a member of the
Olave Baden-Powell Society and Juliette Gordon Low Society. She has
fond memories of her time as a Brownie and Junior Girl Scout in
Texas!
Pamela Viscione, PhD is currently serving Girl Scouts of Western Ohio as Second Vice Chair on the Board of Directors. She retired from Procter & Gamble after 33 years. She lived in New York, New Jersey, Pennsylvania, and Geneva, Switzerland, during that time. Prior to retirement, her most recent role was Director, Quality Assurance, a position she had held since July 2014. Although Pamela's path to Northern Kentucky University was nontraditional, her passion for lifelong learning and personal and professional development led her to the Master of Science Executive Leadership and Organizational Change Program (ELOC). Her degree will further her passion for growing global leaders, helping others manage change and transition, and organizational design and development.
Her support team at home includes her husband, Peter Matthews, sons Frank and Malcolm, grandson Giancarlo, and dog Cartel. Pamela is a woman of strong faith and enjoys going to the beach and playing tennis in her free time.
Sheri Bogardus currently serves as a Director-at-Large on the Board of Directors of Girl Scouts of Western Ohio. Sheri grew up in the Girl Scouts and is a former troop leader and cookie mom in Central New York and western Ohio. She is Vice President and Senior Commercial Digital Product Manager for Key Bank. She previously spent more than 20 years leading digital product development, management, and marketing efforts for Citibank, Student Loan Funding, Sallie Mae, Campus Solutions, Higher One and Payce. Sheri holds a Bachelor’s degree in Business Administration and Marketing from Old Dominion. She and her husband Dave are avid hikers who live in Cincinnati, Ohio and are the parents of two former Girl Scouts who have grown into beautiful, amazing young women.
Kelly Baker is the Chief People & Belonging Officer for Girl Scouts of Western Ohio where she leads all human resources functions and drives culture and organizational development as a member of the executive team. With a background in human resources and social services, she has held senior leadership roles across corporate and nonprofit sectors, focusing on talent management, employee experience, and organizational growth. Kelly holds a Master of Social Work from the University of Cincinnati and a degree in Human Ecology from The Ohio State University and is industry certified in Human Resources.
Beyond her professional work, Kelly is deeply committed to service
in her local community. As a Cincinnati native, she spends her time
providing board leadership as VP of the Board of Directors for New
Life Furniture Bank, the city’s only furniture bank helping furnish
homes for individuals transitioning from crisis to stability. As a
living kidney donor, she is a strong advocate for kidney disease
prevention and raising awareness about organ donation as a donor
advocate with Network for Hope. Kelly and her husband, Erick, are
proud parents to five children, with their oldest dedicating his
service to country in the US Army and the youngest daughter a proud
Girl Scout Cadette, that loves outdoor camping and is always up for a
challenge. As a strong believer in women’s empowerment, Kelly is
passionate about her work and being a part of the Girl Scouts of
Western Ohio team, building girls of courage, confidence and character
that make the world a better place.
Alli Carner is a 14-year-old freshman at Toledo Early College. She takes part in musical theater and helps out throughout Five Lakes Church with their kids and students. She is going into her 10th year of Girl Scouts and is now a Girl Scout Senior. One of her favorite things to do in Girl Scouts is definitely archery, which is a very fun sport for her. She has earned her P.A. award, junior service bar, Leader In Action award, and she has been the highest seller in her troop for the Fall Product and Girl Scout Cookie Programs for at least six years.
Ripley Carroll is a sophomore at William Henry Harrison High School (HHS) in Southwest Ohio. As an avid reader, she is a part of her High School’s Book Club. Outside of volunteering at her local animal shelter, she twirls the baton and plays violin. She has been part of Girl Scouts since first grade and has engaged in many geocaching excursions. Currently, she is a Girl Scout Senior and has earned both her Bronze and Silver Awards. Right now, she is working toward earning her Gold Award.
Laura Diltz is mostly known in Girl Scouts of Western Ohio as “Nermal”. She has been involved in Girl Scouting here in Ohio since 1974 as a 1st grader. She started off as a Girl Scout Brownie and eventually progressed on to working at overnight camp at Camp Whip Poor Will through college. She has been active as a Troop Leader for 12 years. You can also find Laura volunteering at numerous council activities that include the CSA Leadership Conference, Camp Adventure Weekend, Troop Camp training, Council and Service Unit Day Camps, and summer resident camp at Camp Whip Poor Will. She also served as an Alternate National Council Delegate in 2020, 2023 and 2024.
Laura serves her community as a US Postal Service Rural Mail Carrier in Tipp City, Ohio. She serves as a District Vice President for the Ohio Rural Letter Carriers Association. Since high school, she has played the trombone as a member of the Tipp Community Band, where she is also their music librarian.
She is passionate about sharing her experience in Girl Scouting with girls and adults alike. She enjoys giving back to them the benefits and learning experience that she has been given through Girl Scouting in Western Ohio. Being able to be an National Council Alternate will help her serve the greater good of the members of Girl Scouts of Western Ohio. Some of Laura’s favorite memories from Girl Scouting include: traveling with her own troop in high school, taking her Girl Scout Cadettes to bridge to Girl Scout Seniors in Savannah, Georgia, and watching the young campers that she has worked with over the years grow up to be amazing ladies making the world a better place.
A couple of fun facts about Laura is that her favorite unit at Camp Whip Poor Will is Sassafras and her favorite Muppets character is Animal.
Elizabeth Erb is a lifetime member of Girl Scouts and has been involved with Girl Scouts of Western Ohio and previously Great Rivers Girl Scout Council as a volunteer for 25 years. She grew up as a girl member in the Kentuckiana Girl Scout Council.
Elizabeth is a troop leader of a multi-level older girl troop, an outdoor trainer, a member of the service unit team, and director of a volunteer-led day camp held in Goshen, Ohio. Her camp name is Sassafras.
Elizabeth recently retired from working as an analytical chemist in
the pulp and paper industry. She has two adult children, and her
daughter is a lifetime member of Girl Scouts after completing twelve
years as a girl member.
Kimber L. Fender is currently serving Girl Scouts of Western Ohio Secretary on the Board of Directors and as a National Council Delegate. She has previously served on the Board as Second Vice Chair and a Director-at-Large. She is also a member of the Olave Baden-Powell Society and co-chaired the planning committee for the Society's October 2022 meeting in Cincinnati.
In 2018, Kimber (Kim) retired from the Public Library of Cincinnati and Hamilton County after serving as the Eva Jane Romaine Coombe Director of the Library since 1999. She received a Bachelor's degree in Anthropology from Northern Kentucky University, an MLS degree from the University of Kentucky, and a certificate in foresight studies from the University of Page 12 of 15 Houston. She was awarded a graduate internship at the Kentucky Department for Libraries and Archives and worked at the Boone County Public Library, the Campbell County Public Library, and ATE Management and Services Company before beginning employment with Cincinnati's Library in 1988.
She currently serves on the YMCA of Greater Cincinnati Board, the United Way Public Policy Cabinet, the University of Cincinnati Library Dean's Advisory Council, the CET Community Advisory Committee, and the University of Kentucky College of Communication and Information Dean's Advisory Board. She chaired the Ohio Library Council's Government Relations Committee for more than 15 years. She is an elected member of the Campbell County Board of Education and a member of the Board of Directors of the Kentucky School Boards Association. She serves as the President of Modern Lutheran Women at St. John Lutheran Church in Melbourne, KY, and is also Treasurer of the Cemetery Committee. She is a member of the Cincinnati Woman's Club.
Kim is an alumna of Leadership Cincinnati. In 2017, she was named to the Ohio Library Council's (OLC) Librarian Hall of Fame and was honored with the Council's A. Chapman Parson Advocacy Award. Kim is a recipient of an Improving Our Community Award from United Way of Greater Cincinnati, a Career Woman of Achievement award from the YWCA, a Women of Distinction award from the Girl Scouts of Western Ohio, and a Bridge Builder Award from the Cincinnati Hamilton County Community Action Agency. She received the University of Kentucky School of Library and Information Science Alumni Association Outstanding Alumna Award and was honored with a Professional Achievement Award from Northern Kentucky University.
She became a lifetime member of Girl Scouts in 2015 after being a
member for more than 25 years, first as a girl and later as an adult
volunteering for her daughter's troop. She is a Juliette Gordon Low
Society member and has been the leader of Troop 7007 in northern
Kentucky for over five years.
Charlotte Geiman is an eighth grader at the Dayton Regional STEM School with a passion for leadership, service, and personal growth. A dedicated swimmer for nine years and a violinist, she balances academics, athletics, and community involvement.
Charlotte has been a proud Girl Scout since her days as a Girl Scout Daisy and is now a Girl Scout Cadette. She values the opportunities and experiences scouting provides, especially those that allow her to help others while having fun. She earned her Bronze Award by leading her troop in installing a buddy bench at her elementary school and is currently working toward her Silver Award. Additionally, she has achieved her Leader in Action Award and Service to Girl Scouting Bar, further demonstrating her commitment to leadership and service.
Her volunteer work includes contributions to Mission Mary Cooperative, Catholic School Services, and The Food Bank, where she applies the leadership skills learned through Girl Scouts. Charlotte is eager to serve as an National Council Alternate, where she hopes to give back to the Girl Scouts community while continuing to develop her leadership skills.
Erin Horsley is the senior director of membership support for Girl Scouts of Western Ohio and has served as a National Council Delegate for GSWO. In her 25-year tenure with Girl Scouts she has held several positions focusing on membership growth, volunteer support, service unit support, and community development. In each position Erin has worked closely with volunteers and staff to ensure processes and resources are provided and implemented within service units to ensure volunteers are prepared and supported to deliver the Girl Scout Leadership Experience with girls. Erin served two years as a Mission Delivery coach for GSUSA and as a troop support thought partner with the national organization. In addition to her roles within Girl Scouts, Erin has been an active volunteer in her children’s school for 14 years, holding many leadership positions as well as a volunteer for the Forest Hills School District as the Past President of the Forest Hills Council, a district wide PTA/PTO organization.
Tiffany Hallman is a proud lifelong resident of Cincinnati, Ohio, where she graduated from Anderson High School before earning her BS at the University of Tennessee. Currently, she serves as the Chief Development and Marketing Officer for Girl Scouts of Western Ohio, bringing her extensive experience in nonprofit leadership to the role. Tiffany’s career includes serving as the Executive Director for the March of Dimes in Ohio and ten years as the Vice President of Youth Market for the American Heart Association.
Deeply committed to her community, Tiffany has also been an active board member for the Forest Hills Foundation for Education, Step Up Anderson, Junior League of Cincinnati, and active Booster, and PTO Board Member. She and her husband Ross are parents to six children, with their youngest daughter proudly participating as a Daisy. When she’s not busy coordinating family life—juggling kids and sports— Tiffany enjoys hiking, relaxing at any beach, and cheering on her beloved Tennessee Volunteers. Dedicated to making Ohio a healthier, more vibrant community for all girls, Tiffany is passionate about being part of the Girl Scouts of Western Ohio, where all girls can feel a sense of belonging.
KeiSha Lowery is a retired Noncommissioned Officer (NCO), visionary leader, and advocate for service, education, and community empowerment. Currently serving as an educator with Cincinnati Public Schools, KeiSha is committed to fostering personal growth and leadership among youth. She holds a Bachelor of Science in Behavioral Science with a minor in Psychology and is on track to earn her Master of Science in Organizational Leadership from Mount St. Joseph University in May 2025. As an aspiring doctoral candidate, KeiSha aims to deepen her impact by advancing leadership practices and driving educational equity.
KeiSha is the Founder and Chief Energy Officer of BeeLieve the Promise Inc., a nonprofit organization dedicated to empowering at-potential youth and families through transformative leadership, education, and community engagement initiatives. Under her strategic direction, BeeLieve the Promise has successfully launched leadership camps, mentorship programs, and community service opportunities, positively impacting hundreds of lives across Greater Cincinnati. In addition to her nonprofit work, KeiSha serves as a Troop Leader with the Girl Scouts of Western Ohio, where she inspires courage, confidence, and character in young girls, including her daughter. A devoted mentor and servant leader, KeiSha approaches every endeavor with detem1ina1ion and a steadfast belief in the power of faith, resilience, and purpose. Outside her professional roles, she cherishes time with her family, serving her church, and exploring the vibrant culture of Cincinnati, Ohio.
Shannon Meadows is the Township Administrator for Harrison Township, Montgomery County, Ohio. In her role, she leads the strategic and operational management of the township, overseeing financial stewardship, organizational leadership, and community engagement. Shannon implements transformative initiatives that enhance public services, foster economic growth, and promote neighborhood revitalization. She prioritizes collaboration and transparency, aligning township operations with strategic goals to ensure long-term success and resilience.
With more than 25 years of public administration experience, Shannon previously served as the Community Development Director in Springfield, Ohio, where she managed diverse functions, including housing and urban development, planning, zoning, code enforcement, and economic development. Her tenure in Springfield was marked by significant achievements, such as overseeing over $400 million in private investments, spearheading brownfield redevelopment programs, and consolidating departments to enhance efficiency. She played a critical role in guiding projects like the Springfield Regional Cancer Center and the National Trail Parks and Recreation District Family Ice Arena, showcasing her expertise in community-focused development.
Shannon holds a Master of Public Administration from the Edwin O. Stene School for Public Administration and a Bachelor of Art in Political Science and Management from Wittenberg University. Shannon is a member of Pi Alpha Alpha and Pi Sigma Alpha Honor Societies.
Beyond her professional endeavors, Shannon is married to Jared Meadows and is the proud parent of their two children, Sophia and Isaac. Together, they enjoy family activities including Girl Scouts, soccer, and camping. Shannon’s dedication to public service and her family reflects her commitment to making a positive impact both professionally and personally. Shannon has served as both National Council Delegate and troop leader for Girl Scouts of Western Ohio.

Victoria (Torie) Miller became a Girl Scout in kindergarten and is still in Girl Scouts as of her sophomore year of high school. Throughout her years as a Girl Scout, she has earned her Bronze and Silver Awards and now is currently preparing for her Gold Award. She has been attending camp since she was a Girl Scout Brownie and still looks forward to each summer to go again. She’s also working to be a JC and hopes to be a counselor to help and guide girls in Girl Scouts. Camp is her favorite Girl Scout event. She really enjoys connecting and meeting new people in the outdoors. Her favorite Girl Scout memory is attending the camp Haunted Happenings and going out to haunted locations and properties and being able to communicate with different spirits. Outside of Girl Scouts, she participates in dance, she began dancing at age 2 and continues to the present. She’s also in DECA (Distributive Education Clubs of America), drama, and art club. In DECA she has completed two projects and has been in this club for about a year. In the drama club she is part of the chorus for the school musical, Mamma Mia. With these extracurriculars, she still finds private time and finds peace in reading and writing.
Erin Mitchell grew up as a member of the Girl Scouts of Kentucky’s Wilderness Road Council. She jumped at the opportunity to lead her oldest daughter’s troop at its formation in kindergarten in 2018, followed by her youngest daughter’s troop in 2022. Additionally, Erin is presently acting as the Service Unit Treasurer for GSWO Service Unit 496, receiving the Service Team Star award in 2024.
In addition to her roles within Girl Scouts, Erin is active in her community as a PTO board member. Having acted in various roles over the years, she currently serves as the Treasurer for her younger children’s elementary school.
Erin earned her Bachelor of Science in Biomedical Engineering from Rose-Hulman Institute of Technology and furthered her education with a Master of Engineering in Engineering Management from the University of Louisville. Over the last 15 years, Erin has built her career in the medical device sector, holding positions in research and development, manufacturing, and supply chain. Receiving outstanding support and guidance throughout her education and STEM career, she is passionate about mentoring and uplifting the next female generation.
Erin and her family enjoy volunteering within their community. She is particularly proud of her Cadette troop, which has established a goal to volunteer with various organizations each month, providing valuable community service throughout the Greater Cincinnati area.
Erin currently resides in Mason, Ohio with her husband, son, and two daughters (Cadette and Brownie Girl Scouts).
Oraye Napo is an 11th-grade student at Woodward Career Technical High School. She actively participates in Quran classes, volunteers with the Clifton Mosque, and enjoys painting.
A dedicated Girl Scout for seven years, Oraye is a Girl Scout Ambassador and is currently working toward her Gold Award. She appreciates the opportunities that Girl Scouts provides, including leadership development, community engagement, and professional growth. Through her involvement, she has had the privilege of speaking with the Girl Scouts Board of Directors and CEO, contributing to event planning, and strengthening her communication skills. Girl Scouts has played a pivotal role in building her confidence, enhancing her public speaking abilities, and fostering a deep commitment to inclusivity and mentorship.
Oraye aspires to serve the National Council to promote greater diversity and representation within the Girl Scouts community. As an African Muslim, she recognizes the importance of diverse leadership and the impact of representation. She is eager to bring her perspective to key discussions, advocating for positive change and a more inclusive future for Girl Scouting.
Valerie Pennington has been a Girl Scout for 13 years, earning her Bronze and Silver Awards, and is a lifetime member. She was fortunate to have a closeknit group of members in her troop growing up that created and upheld traditions until they graduated together.
She is a 2023 honors graduate from Beavercreek High School and currently attends the University of Dayton pursuing a degree in Pre-K through Grade 5 Education with certifications in STEM and Dyslexia. On campus, Valerie is actively involved with the Residential Housing Association serving as an Area Council Finance Chair, College Mentors for Kids weekly mentoring Dayton Public School Students, and 4 Paws for Ability sitting for new recruits that are being socialized. Off campus, she volunteers at her church teaching Preschool through 6th Grade during Sunday School. Additionally, she works as a Physics Review Leader and serves as an Operations Student Manager in the UD Center for Student Involvement.
Valerie’s summers are spent working at a local garden center and having quality time with her family gardening, baking, and sewing. In her downtime, she enjoys crocheting and coloring as creative outlets. She also volunteers supporting the Beavercreek North Service Unit and local GS troops organizing and leading events for them.
Girl Scouting means to Valerie the place that feels like home where
she was able to establish a legacy of friendship and have amazing
experiences.
Monique Sewell is currently serving as Treasurer on the Board of Directors of Girl Scouts of Western Ohio. She earned her Bachelor of Science in business from the University of Dayton, and upon graduation, she began her career in the Cincinnati office of Arthur Anderson & Co. and obtained her CPA license. She then became the controller of Benefit Designs, Inc., a national structured settlement brokerage firm with offices nationwide.
Retiring as CFO, Monique became a financial consultant. She recently completed her third term as a Council Member for the Village of Indian Hill. She served as the Chairman of the Finance and Audit Review Committees and Liaison for the Green Areas Advisory Committee. Additionally, she serves or has served on the Water Works, Public Works, Law, and Grounds Committees.
As the mother of four young adult children, she has served the Indian Hill Exempted Village School District PTO and Boosters over the past 22 years in various volunteer and leadership capacities. She is a member of the Superintendent's Steering Committee for the Facilities Review and Brave Future for Facilities Committee, responsible for a building-by-building improvement and construction plan that gained community funding in 2021. As a lifetime member of the Girl Scouts of the USA, Monique served as a leader for three troops. Eight of her Girl Scouts, including her three daughters, are Gold Award Girl Scouts, and her son is an Eagle Scout. Monique has volunteered for the community's Ronald McDonald House and Josh Cares.
Jennifer Soeder started her Girl Scout journey in March of 2021 when she became a parent volunteer for her daughter's troop. In August of 2021, Jen stepped up to become a co-leader so that the troop would not dissolve or disband. Since stepping up, she remains a co-leader for the troop along with being the Fall Product Mom and Cookie Mom. Outside of the troop, Jen is also highly active with her Service Unit. As part of the Service Unit Team, she is the Fall Product Coordinator and School Recruitment Coordinator for Rossford. Jen also is part of the Adult Conference Committee for the North and was given the camp name "OK" by the committee for always volunteering her time. She recently became a trainer for GSWO in First Aid/CPR/AED. Jen has received awards for Outstanding Service Team Member and Volunteer of Excellence.

Approved slate communicated to the voting membership in conjunction with a call to meeting for the state of the council and annual election process.
February 4 - 13
Members will be given 10 days to review the slate as prepared by the Board Development Committee, and consider whether to submit any nominations from the floor by informing the BDC Chair, Board Chair, and CEO of such nominees using this digital form.
February 4 - 28
Vetting Period for Board Development Committee, If any competitive nominees are received.
March 4
State of the Council 2025, including presentation of final slate.
March 5 - 14
Annual Election period.
April 29
GSWO Annual Meeting and installation of new Board Directors, Board Development Committee members and National Council Delegation.
